Konstantinos Katsifas was fatally shot in a gun battle with Albanian police reportedly sent to arrest him, according to Albanian authorities.
In a statement, the foreign ministry in Athens referred to an "unacceptable event" whereby a police operation leads to a loss of life.
A bevy of media reports in both countries claimed that the victim had hoisted a Greek flag in the village and refused to take it down, whereby a shooting erupted between him and police.
