European leaders are reportedly reviewing what is being billed as a “compromise” proposal involving four main points to unblock accession negotiations with Turkey and reach an agreement on Friday.
According to Community sources, the proposal envisions a start to repatriations of Syrian nationals, from Greece to Turkey, on March 20. The measure would only involve new arrivals and not people that previously landed on Greek territories from Turkey. The former would remain in Greece until relocated to other EU countries.
As expected, three billion euros will be funneled to Turkey as assistance in the ongoing refugee crisis, while another point is to jumpstart Turkey’s EU accession course by opening talks on Chapter 33, which deals with a country’s national budget. The specific chapter is not one that is blocked by Cyprus or France.
The fourth point reportedly ensures that the entire process of returning migrants (or newly arrived refugees) to Turkey will be based on European and international law.
